With reference to the announcement of Biennial elections to Andhra Pradesh Legislative Council from 3 Graduates (Srikakulam-Vizianagaram- Visakhapatnam Graduates' Prakasam-Nellore-Chittoor Graduates' and Kadapa-Anantapur-Kurnool Graduates') Constituencies and 2 Teachers' (Prakasam-Nellore-Chittoor Teachers' and Kadapa-Anantapur-Kurnool Teachers') Constituencies and 8 Local Authorities Constituencies (Anathapur, Kadapa, Nellore, West Godavari, East Godavari, Srikakulam, Chittoor & Kurnool) by the ECI, vide references 3rd & 4th cited, copies of the references first and second cited, wherein instructions/ orders have been issued for grant of Special Casual Leave on the day of poll to the Central and State Government employees, who are bonafide voters in the elections to State Legislative Councils to enable them to exercise their right of franchise, are sent herewith to the Collectors & District Election Officers of Srikakulam, Vizianagaram, Visakhapatnam, Parvathipuram Manyam, Anakapalli, Alluri Sitaramaraju, Eluru, East Godavri, Kakinada, Dr. BR Ambetkar Konaseema, West Godavari, Prakasam, Bapatla, SPS Nellore, Annamayya, Chittoor, Tirupati Ananthapur, Sri Satyasai, Kurnool, Nandyal and YSR Kadapa districts of Andhra Pradesh State. They are requested to communicate the same to all offices (both Central and State Governments) in their district to enable them to grant Special Casual Leave on the day of poll (ie., 13.3.2023) to their employees who are bonafide voters in the said constituencies.

2. With regard to the employees of private establishments, the District Election Officers are informed that there is no provision under Representation of People Act, 1951 to declare a general holiday under Negotiable Instrument Act for the elections to State Legislative Councils. Hence, a 'press announcement (copy enclosed) has been issued by the Chief Electoral Officer requesting all the Private Managements/authorities of business, trade, industrial undertaking or other establishments in the state to grant necessary facilities to their employees who are registered voters in any of the Graduates' Constituencies, such as permission to attend office / duty late; adjustments of shifts; short absence of duty hours or otherwise, so as to enable them to exercise their right of franchise to vote on the day of poll (ie., 13.03.2023).

3. A copy of the press announcement being issued by the Chief Electoral Officer, AP in this regard is communicated herewith for reference. All the District Election Officers are requested to issue similar press announcement in their district.

PRESS ANNOUNCEMENT, Dt. 02.03.2023

The Election Commission of India has announced the schedule for Biennial Elections to Andhra Pradesh Legislative Council from 3 Graduates' (Srikakulam-Vizianagaram-Visakhapatnam Graduates'; Prakasam-Nellore- Chittoor Graduates' and Kadapa-Anantapur-Kurnool Graduates') Constituencies and 2 Teachers' (Prakasam-Nellore-Chittoor Teachers' and Kadapa-Anantapur-Kurnool Teachers') Constituencies and 8 Local Authorities Constituencies (Anathapur, Kadapa, Nellore, West Godavari, East Godavari, Srikakulam, Chittoor & Kurnool). As per the schedule, the Poll is to be held on 13.3.2023 (Monday) from 8.00 AM to 4.00 PM.

2. In this regard, all the Private Managements / authorities of business, trade, industrial undertakings or other establishments, which work on 13.3.2023 in the State of Andhra Pradesh are hereby directed to grant necessary facilities to their employees / workers, who are registered voters in any of the above said Graduates' / Teachers' Constituencies, such as permission to attend office / duty late; adjustments of shifts; short absence of duty hours or otherwise so as to enable them to exercise their right of franchise on the day of poll ie., on 13.3.2023 (Monday) between 8.00 AM to 4.00 PM.
