MINUTES OF THE VIDEO CONFERENCE HELD ON 21.02.2022

A virtual conference with all the Deputy Directors of District Treasuries in the state was held at 3.00 P.M on 21 st February, 2022, by the  Director of   Treasuries  and  Accounts.  The  following officers  have joined the conference:-

  • Sri N. Mohana  Rao, DTA, AP.
  • Sri P. Sreenivasulu Naik, Joint Director, O/o  DTA.
  • Sri G.V.S. Thirupathi Raju, Deputy Director, O/o  DTA.
  • All the 13 Deputy Directors of Dist. Treasuries.
  • Core Team members.

The Joint Director, O/o  DTA, has briefed the points that will be discussed in the meeting. The following are the agenda items:-

  • Data Confirmation in HERB portal
  • Supplementary Pay bill for January, 2022.
  • Clearance of Suspense Account

 1. Data Confirmation in HERB portal:-

The Directorate of Treasuries and Accounts, has expressed his gratitude towards all the time efforts of  the Deputy Directors in the data confirmation process. He appreciated their thought out in confirming the employee’s  data  as quickly as possible.  As seen  from the  “herb”  portal, the progress is seen as below:-

He stated that out of  3,99,340 employees, 3,64,533 employees data  are confirmed   by  the  DDOs. Further,   there  are    26,470   employees data   yet  to  be confirmed  by STOs. Finally 34,807  employees data  is yet to be  confirmed/sent to the  T.Os by the  DDOs as on  21.02.2022(at 4.00pm),  as dead line  fixed  by theGovernment.

He requested the Deputy Directors to monitor their STOs and instruct  them  to  complete the  employee’s  data  confirmation in  their logins before leaving the office, as today is the last date.  He instructed the  DDs to  personally  contact  and  inform  the  DDOs who  have  not confirmed the data yet, that the salaries for the month of February, 2022 will    be  done  only  after  confirmation  of   data  in  HERB portal.  The supplementary  pay bill will   not be enabled for the month of  February payable in March, 2022. He reviewed the data district-wise and enquired the reasons, as to why the STOs could not complete the confirmation:-

The  Deputy  Directors have  given the  following reasons for delay in the process:-

i. The DDOs of Medical and Education are not co-operating with the treasury officers neither in data feeding nor confirmation and submission of Service Registers.
ii.  Though they have addressed letters to the District Heads requesting to submit their service registers for verification, many DDOs have failed to furnish the same.
iii.  The treasury staff have even attended the officers on public holidays for completing the expected targets, however, due to technical issues such as work flow  issues, FAC  issues, net work issues, power cut, non-submission of Service Registers, etc., confirmation process is being delayed.
iv.  The DDOs has no option to add employees who have joined after 01.07.2018, that was not pre-populated in the payroll of herb portal.
v.  The problem exists with the transfer-in and transfer-out options. Hence, though the data confirmation process was completed, there are a few employees left over in the logins to be transferred out.

2. Supplementary Pay bill for the month of January, 2022:-

The Director has informed all the Deputy Directors to create awareness  among the DDOs under their control, that the supplementary Pay bills for the  month of  January,  2022 , will   be admitted from their login upto the end of  February only. No  further time or provision will  be provided at a later  date for producing the supplementary bills for the payment of  January,  2022 salaries. They are requested to take necessary action in this regard duly utilizing the tile enabled “Supplementary Pay bill” in the herb portal.

3. Clearance of Suspense Account:-

The Joint Director,  DTA, has  informed  all the  Deputy Directors that Government in Cir. Memo. No. 1249673/11/755/2020/PC- TA/2022-7, dt. 20.02.2022, has instructed the DTA and PAO  to adjust the provisional payments made from the suspense account. In this regard, the Deputy Directors are requested to account for the salaries paid to the employees in the month of  January,  2022, and crediting to the suspense account with DDO  code 90000039352. The system generated  bill will  be sent to logins of the respective  DDOs. This bill shall be generated for the total gross amount equal to the amount drawn from suspense under that particular  DDO. Hence, the T.Os  have to create  awareness  among the DDOs for early submission  of  adjustment bills as detailed in the above said memo.  Further, as per instructions of  the Spl. Chief Secretary  to Govt., Finance  Dept.,  the  DTA, has nominated the following officers to monitor the clearing of the suspense amount and allied issues:-
