AP Tribal Welfare Teachers Transfers2 023 Schedule Guidelines GO 33. The Tribal Welfare Department has released the Transfers Schedule and Guidelines for the Principals/ Teachers/ Junior Lecturers /Head Masters Gr-II and all categories of teachers working in the Tribal Welfare Department and Andhra Pradesh Tribal Welfare Residential Educational Institutions Society.  SOCIAL WELFARE (TW.EDN.) ORDER

In the G.O.3rd read above, the Government of Andhra Pradesh have issued orders relaxing the ban on transfer of employees imposed in the G.O. 1st and 2nd read above for the period from 22nd May' 2023 to 31st May' 2023 to ensure right placement of employees to secure optimum productivity and commitment to furtherance of Government's development Objectives.

2. In the reference 4th read above, the Director of Tribal Welfare, Andhra Pradesh, Vijayawada and the A.P. Tribal Welfare Residential Educational Institutions Society have submitted proposals to take up the transfers of Principals/ Junior Lecturers/ Headmasters Gr-II and all categories of teachers working in Colleges and Schools of Tribal Welfare Department.

3. After careful examination of the matter, Government makes certain Guidelines at 'Annexure' appended to this order, for regulating the transfers of Principals/ Junior Lecturers/ Headmasters Gr-II and all categories of teachers working in Colleges and Schools of Tribal Welfare Department and Andhra Pradesh Tribal Welfare Residential Educational Institutions Society.

4. The ban on transfers of Tribal Welfare Teachers stands relaxed from 22nd May' 2023 to 31st May' 2023. The ban on transfers shall come into force with effect from 01.06.2023.

5. This orders issues with the concurrence of the Finance Department vide e-file No.2086293, dated 21.05.2023.

Guidelines for AP Tribal Welfare Teachers Transfers 2023

Guidelines for Principals/ Junior Lecturers/ Headmasters Gr.II (Gazetted) and all categories of teachers working in Andhra Pradesh Tribal Welfare Department during the year 2023

These guidelines shall be applicable to the Principals/ Junior Lecturers/ Headmasters Gr.II (Gazetted) and all categories of teachers working in Andhra Pradesh Tribal Welfare Department and A.P.Tribal Welfare Residential Educational Institutions Society, hereafter referred to as Teachers in these guidelines. These guidelines shall come into force with immediate effect.

1. The following principles may be adopted while effecting transfer of employees:

1. Transfers shall be effected only "on request" basis and on administrative grounds.

11. Employees who completed 2 years of service at a station as on 30th April, 2023 are only eligible for request transfers and those who completed 5 years of service at a station as on said date, shall be invariably transferred.

111. Service in all cadres at a station shall be counted while calculating the period of stay. Station means place (City, Town, Village) of actual working for the purpose of transfers and not office or institution.

 1v. Preference will be given to below categories:-

a. Employees with disabilities of 40% or more as certified by a competent authority as per the norms of "persons with disabilities".

b. Employees having mentally challenged children to a place where medical facilities are available.

c. Medical grounds for the diseases (either self or spouse or dependent children and dependent parents) of Cancer, Open Heart Operations, Neuro Surgery, Kidney Transplantation to places where such facilities available.

d. Widow employee appointed on Compassionate appointments.

e. Husband and Wife cases (only one of the spouses shall be shifted duly following the prescribed procedure). Once the facility is utilized, the next request can be made only after five years.

v. All transfers affected by following the procedure where employees indicated preference for stations shall be treated as request transfers for the purpose of sanction of T.T.A and other transfer benefits.

vi. Employees shall invariably be transferred from their existing location on promotion unless no such posts exist at a different location.

vii. All vacancies in Notified Agency areas shall be filled first before filling posts in the non - ITDA areas.

viii. The employees (Local Cadres, Zonal Cadres) working in ITDA areas for more than two years may be transferred to the place of their choice subject to fulfillment of conditions stipulated in this G.O., with due preference to the inter-se seniority among the employees working in these areas.

ix. For the purpose of posting in I.T.D.A. Areas, the following shall be the criteria:

1. The employees below 50 years of age.

2. The employees who have not worked earlier in the I.T.D.A. areas so far based on the length of service in plain area downwards.

x. Besides I.T.D.A. areas, areas which are interior and backward with large number of vacancies shall be given preference while filling up of vacancies on transfers. HoDs and District Collectors shall ensure the same.

Procedure for AP Tribal Welfare Teachers Transfers 2023

2. Procedure for Transfers

a) The relaxation on transfers shall be effective from 22nd May' 2023 to 31st May' 2023.

b) All the transfers shall be effected by the competent authorities as per the existing orders of delegation subject to the existing Government Orders and conditions prescribed.

c) The Head of the Department concerned is responsible for the implementation of the transfer orders in the most transparent manner possible without giving any scope for complaints/ allegations. Any violation of these guidelines will be viewed seriously.

3. As per the instructions of the Juvenile Justice Committee of Hon'ble High Court of A.P., the following compulsory transfers shall be made:

(a) All the male Principals/ J.Ls/ Headmasters Gr.II/ Teachers working in Girls Schools shall be compulsorily transferred to Boys Schools to the extent possible. All the female Principals/ J.Ls /Headmistresses Gr.II/ Teachers working in Boys Schools shall be compulsorily transferred to Girls Schools to the extent possible.

(b) Only female Principals/ J.Ls / Headmistresses Gr-II/ Teachers shall be allowed to opt for vacancies in Girls Schools. The female Principals/ J.Ls/ Headmistresses Gr-II/ Teachers shall be considered for transfer to male institutions only after filling all vacancies in Girls Institutions.

(c) If sufficient regular female Teachers are not available to work in Girls Institutions, then the female CRTs/ Outsourcing teachers shall be engaged in such institutions in due course. Male CRTs should not be positioned in any of the Girls School.

4. The standing instructions on the transfers of office bearers of recognized Employees Associations as issued in Circular Memo. No. GAD0l-SW0SERA/ 27 /2019-SW, GA (Services Welfare) Department, dated 15.06.2022 will apply I.e. not to transfer the office bearers of all the Recognised Service Associations in the State at State level, District level & Division/ Taluk level until their completion of three (3) terms or nine (9) years of stay in a particular station.

5. The visually challenged employees are exempted from transfers except when they make a specific request for transfer. As far as possible, these categories of employees may be posted at a place of their choice subject to availability of a clear vacancy.

6. The requests of the employees having any charges / ACB/Vigilance cases pending against him / her shall not be considered for transfer. The Authority shall indicate the fact clearly against the name of that employee if there is any request for transfer.

7. The ban on transfers shall come into force with effect from 01.06.2023.
